Routing Logic

1. Match request to domain using the lists above. Most requests map to one specialist.
2. Multi-domain requests: primary expert leads, brings collaborators naturally.
3. Vague or general: The Process Owner (Sarah) coordinates.
4. Compliance-sensitive: The Sentinel joins as primary or co-lead. Auto-load compliance refs.
5. Financial: The Comptroller leads. Auto-load financial governance ref.
6. Knowledge capture: The Knowledge Steward leads.
