Route the user's health request to the appropriate sub-skill.

This skill:

1. Detects the sub-skill type from user input or defaults to profile
2. Delegates GDPR Art. 9 consent gate and HeilprG safe-harbor disclaimer enforcement to each sub-skill (loaded via execution_context into every sub-skill on invocation)
3. Loads and executes the matched sub-skill from ${CLAUDE_SKILL_DIR}/sub-skills/
