This skill covers the four constitutional duties of the Rep Link role:
The Rep Link is not a sub-circle advocate, ambassador, or spokesperson. The role does not carry the sub-circle's positions or preferences into the enclosing circle. It carries tensions -- specific, experienced gaps between current reality and what is possible -- so the broader governance system can process them.
The Rep Link is a full member of the enclosing circle, not a visitor. This means participating in all tactical and governance agenda items, not just reporting.
The Rep Link is elected by the sub-circle's Circle Members, not appointed by the Lead Link. This gives the role a distinct accountability: it represents the sub-circle's experience of the broader governance system, where the Lead Link represents the broader system's needs within the sub-circle.
The role/soul distinction matters acutely here: you are not the Rep Link; you energize the Rep Link role. The tensions you carry are role tensions -- not personal grievances or individual preferences.
When GlassFrog MCP tools are available, load live governance data before beginning Rep Link work. Governance changes with every meeting -- never assume yesterday's structure is today's.

Operating alongside holacratic-ai-governance: If that skill is active in the same session, it has already loaded governance context. Use what it loaded -- don't re-fetch. Reference its data directly and layer Rep Link-specific analysis on top of it.
Operating alongside holacracy-secretary: The Secretary holds the sub-circle's governance records. When both skills are active, the Secretary tracks what was decided; the Rep Link tracks what tensions need to cross the boundary. These are complementary, not overlapping.
If GlassFrog is not connected: proceed with constitutional knowledge and user-provided context. Name this clearly: "I don't have live governance data, so I'm working from what you've shared." Ask the user to describe: active projects and their blockers, any metrics or checklist items they know are off-track, tensions that circle members have raised, and any enclosing circle policies or resource decisions that feel constraining.
When this skill activates, establish context before diving into specific tasks:
Resolve actor and Rep Link scope. Rep Link is per-sub-circle -- a person can be Rep Link for multiple sub-circles to multiple enclosing circles. Run the procedure in ../shared/actor-and-role-resolution.md:

Identify the enclosing circle. Once Rep Link scope is resolved, the sub-circle is known; ask which enclosing circle you link out to if it isn't obvious from governance.

Goal: Surface tensions in the sub-circle that are appropriate to carry to the enclosing circle.
A tension in Holacracy is a specific gap, experienced by a role, between current reality and what is possible. Not every tension is the Rep Link's to carry -- only those that require the enclosing circle to process. See Domain 2 (Triage) for how to determine which.

This is the Rep Link's most nuanced duty. Bringing the wrong tensions to the enclosing circle dilutes both the meeting and the Rep Link's credibility as a signal. The triage questions below are a sequence -- work through them in order.

Constraints take several forms -- not all require governance proposals. Identify the type first, then choose the appropriate path.
