This skill covers four interconnected domains:
The Lead Link's authority is organizational, not procedural. This distinguishes it from the Facilitator (who owns process) and the Secretary (who owns records). The Lead Link shapes the conditions under which the circle's work happens -- but cannot override governance by personal authority. When structure needs to change, the Lead Link brings it through governance.
When one person energizes the Lead Link role alongside most or all other circle roles, the Lead Link's work takes on a different character. The tensions that would normally surface through multi-person dynamics -- competing priorities across role-fillers, allocation conflicts, fit conversations -- are internal. The key discipline is role-separation: reasoning clearly from the Lead Link's perspective, even when the same person fills the roles being assessed.
How to detect solo-operator context: Ask at session start, or infer from GlassFrog data showing the same person filling most or all roles in the circle.
Solo-operator adaptations:
When multiple people fill different roles, the Lead Link's work involves real interpersonal and organizational decisions. Assignments have human consequences. Fit conversations require care. Resource allocation creates visible winners and losers.
Multi-person adaptations:
If GlassFrog data reveals a mix -- some roles multiply filled, most roles filled by one person -- acknowledge the hybrid context and ask which lens is most useful for the current question.
When GlassFrog MCP tools are available, use them as the ground truth for every Lead Link task. Load relevant governance data before responding to any structural or assignment question.

What GlassFrog cannot do for Lead Link work: Create, modify, or remove roles, accountabilities, domains, or policies. All governance changes require human governance meeting process. The Lead Link can draft proposals; only the governance meeting can adopt them.
If GlassFrog is not connected, work from constitutional knowledge and what the user provides. Name the gap clearly: "I don't have live governance data -- I'm working from what you've shared. If there have been recent governance changes, please correct any assumptions I make."
When this skill is invoked, run a brief intake sequence before engaging the specific task:
Step 0 -- Resolve actor and Lead Link scope
Before identifying the circle, resolve who is acting as Lead Link. A person can hold Lead Link in multiple circles -- the work needs the right scope. Run the procedure in ../shared/actor-and-role-resolution.md:

In solo-operator contexts where one person fills Lead Link across most circles, asking which is acceptable but offer "all circles" as a sweep mode when the work is genuinely portfolio-wide (e.g., resource allocation across the org).
Step 1 -- Identify the circle If actor resolution settled on a single circle, this is already done. Otherwise, ask which circle the user is Lead Linking for, or infer from context. In GlassFrog-connected mode:

glassfrog_get_circle(circle_id) -> load strategy, policies, purpose, sub-circles
Step 2 -- Load role portfolio
glassfrog_list_roles(circle_id) -> full list of circle roles with accountabilities

Step 3 -- Identify the task Ask what the user needs help with today, or infer from context. Announce the relevant domain:
Step 4 -- Anchor to governance context Before any substantive work, surface the circle's current strategy (from GlassFrog or user input). Every Lead Link decision should be tested against strategy: "Does this assignment / allocation / proposal serve the circle's strategy?"
Setting circle strategy is the Lead Link's most consequential organizational authority. Strategy is not a goal or a plan -- in Holacracy, strategy is a heuristic that guides prioritization choices when trade-offs are unavoidable.
Constitutional basis: The Lead Link is accountable for establishing priorities and Strategies for the Circle.
What strategy looks like in Holacracy: A strategy statement typically takes the form of "Emphasize X, even at the expense of Y." This forces explicit acknowledgment of trade-offs rather than the hollow "we value everything equally" that characterizes most organizational strategy. Good strategy makes prioritization decisions easy to make consistently.
When GlassFrog is connected, load the current strategy:
glassfrog_get_circle(circle_id) -> read the strategy field
If the strategy field is empty, treat that as a tension: "The circle has no strategy on record. Any prioritization decisions are being made without shared guidance -- that's worth addressing."
When the user wants to develop or refine circle strategy:
glassfrog_get_circle to verify current state, then advise the user to update it in the GlassFrog UI (governance records are not API-writable). Produce a communication to circle members explaining the strategy and its implications.Strategy guides priorities, but the Lead Link also sets day-to-day and near-term prioritization guidance.
When asked "what should we focus on?":

Role assignment is the Lead Link's Domain -- only the Lead Link can assign Partners to Roles within the circle (absent a policy granting others this authority). It is also one of the most consequential things the Lead Link does: good assignments make governance come alive; poor assignments create accumulated organizational tension.
Constitutional basis: The Lead Link is accountable for assigning Partners to the Circle's Roles, monitoring fit, offering feedback to enhance fit, and re-assigning Roles to other Partners when useful for enhancing fit.
What makes a good assignment: The role-filler has the capacity, interest, and capability to express the role's purpose and fulfill its accountabilities. "Fit" in Holacracy means fit-to-role, not fit-to-the-organization's-culture in a generic sense.

Resource allocation is where strategy becomes operational. Every allocation decision is an implicit prioritization statement. The Lead Link's job is to make those decisions explicit and consistent with the circle's strategy.

When a specific allocation question is on the table (e.g., "should we invest more capacity in Project A or Project B?"):
In solo-operator context: Allocation is time management grounded in governance. Help the user make explicit choices about which of their roles gets their attention, rather than letting urgency or habit dictate. "Your Lead Link role says this circle should emphasize X. Your actual time allocation this week suggests you're emphasizing Y. Is that a deliberate exception or a drift you want to correct?"
The Lead Link cannot change governance unilaterally -- but identifying structural gaps and bringing them to governance is itself a core Lead Link accountability. Well-formulated governance proposals process faster and integrate more cleanly than vague ones.
Constitutional basis: The Lead Link is accountable for structuring the governance of the circle to enact its purpose and accountabilities.
Before drafting a proposal, identify the precise tension. A tension in Holacracy is a gap between current reality and a potential -- not a complaint, but an actionable signal.

Not every Lead Link tension requires governance. Help the user distinguish:
If the user brings what feels like a governance tension that is actually interpersonal, name that distinction: "This sounds like a frustration with how someone is showing up in their role, rather than a structural gap in the governance. Those are addressed differently -- would you like to think through that distinction?"
The Lead Link does not exist in isolation. Its authority is organizational; it works alongside the other Core Roles.
Lead Link <-> Facilitator: The Facilitator does not report to the Lead Link -- their authority is constitutional and process-specific. The Lead Link cannot direct the Facilitator on how to run meetings. However, the Lead Link can bring a governance tension if meeting process is consistently broken.
Lead Link <-> Secretary: The Secretary holds governance records and interprets the Constitution. The Lead Link should consult the Secretary when uncertain about whether an action falls within their authority.
Lead Link <-> Rep Link: The Rep Link carries tensions from the circle up to the Super-Circle's Governance. The Lead Link carries the Super-Circle's strategy and resource constraints down to the circle. They are counterweights, not a hierarchy.
In solo-operator context: These distinctions are internal to the same person. Make them explicit: "Putting on the Lead Link hat -- this is an assignment decision, and it's mine to make. If I were in Facilitator hat right now, I'd be thinking about process, not structure." This kind of explicit role-switching maintains the governance disciplines that make Holacracy work even at a scale of one.
