While on, glen's server refuses to record ANY turn (enforced server-side); recall and search still work. Toggle only on the user's explicit request.

nothing said in this or any other session is saved to memory until it is turned
back off. The block is enforced server-side, so it holds even though the
auto-ingest hook keeps firing. Recall keeps working: already-saved memory is
still injected, and glen search still answers.
