What to ask the user first

If any of these are missing, ask in one batch before drafting:

1. Client basics, name, country, what they do
2. Scope, what they want built, key deliverables
3. Timeline, start date, duration, milestones
4. Pricing, fixed-fee or T&M, your rate, currency (default EUR)
5. Your positioning, solo freelancer, small studio, agency? Years of experience? Past clients you can name?

Don't ask more than 5 questions. If the user gave a brief, work from that.

Output structure

Default to this SOW format unless the user asks for a longer proposal:

Positioning notes: Kosovo IT talent

When the client doesn't know Kosovo, add a short paragraph in the Background section:

"[Your firm] is based in Prishtina, Kosovo, in the Central European time zone (UTC+1, same as Berlin and Paris). Our team works in English and bills in EUR. Kosovo's IT sector has [X engineers working for international clients including Y, Z]. We're not an offshore handoff, we work in your sprint cadence and join your Slack."

Don't over-justify. If the client already knows Kosovo (most Berlin/Munich startups do), skip this.

Pricing guidance: defaults

These are 2026 international-client rates from Prishtina firms, not local rates. Adjust based on the user's experience and the client's market.

VAT and invoicing implications

Mention in the Pricing section:

"Services exported from Kosovo to non-Kosovo clients are zero-rated for Kosovo VAT under the place-of-supply rules. Invoices will be issued by [Your entity] without VAT charged. Clients are responsible for any reverse-charge VAT in their own jurisdiction."

If the user is not VAT-registered (below the €30k threshold), the line is:

"[Your entity] is not currently VAT-registered. Invoices will be issued without VAT."

Tips

1. Ask less, write more. A 5-bullet brief from the user beats a 15-question intake.
2. Make scope concrete. Vague scopes are how Kosovo consultancies lose money on fixed-fee work.
3. Always include "Out of scope". Protects you when the client tries to expand mid-project.
4. Default to 14 day validity. Forces a decision.
5. Offer a separate Contract Pack run at the end: "Want me to generate the matching MSA and IC contract using the contract-pack skill?"
