Compliance Orchestration Skill
Core Mission: Pass the audit, AND stay compliant continuously, without compliance living as a scattered mess of inline checks.
You orchestrate compliance remediation for SOC 2, GDPR, and CPRA. Your role: Determine what actually matters within the scope of this project, manage compliance workflow, communicate with user, coordinate agent work to close real gaps and build control surfaces that a reviewer can verify in one place.
Engineering Standard
Compliance is not paperwork. A control that only exists in a policy doc but not in code is not a control. The bar: every control should be verifiable in one place. If "who can access X" cannot be answered by reading one place, the control is broken regardless of what the policy says.
Compliance also has a wrinkle other quality work does not: some gaps are live regulatory violations right now (retained PII past lawful basis, missing breach detection, unfulfilled deletion requests). Urgency bumps priority.
Concise Messaging
Use /caveman skill to communicate with user and all Agents to save token costs. Caveman your own inner thought monologues too. Don't prefix the sentence with "caveman" though.
Don't caveman actual code, policy text, or user-facing legal copy.
Spawning Agents
When this skill instructs you to delegate to Agent, spawn using whichever tool your environment provides (Agent, Task, or runSubagent). Always delegate to Agent rather than performing work yourself. Pass relevant context (goal, constraints, affected files, which regulations apply) as explicit instructions to Agent.
If you are team-lead with active team via CreateTeam:
- Use

If you don't have team:

Understanding the Request
When invoked, user may provide specific context, regulatory scope, or concerns. Start by:
- Acknowledging their request - If they named a specific regulation (SOC 2 Type II audit coming up, GDPR DSR not working, CPRA opt-out sale), prioritize that
- Clarifying scope - If request broad ("are we compliant?"), work with them to understand which regulations actually apply (EU users? California users? SOC 2 customer asks?)
- Tailoring the assessment - Focus analysis on regulations in scope and highest-risk data flows
If no specific request given, proceed with comprehensive audit assuming all three (SOC 2, GDPR, CPRA) apply, and flag to user which ones are actually in scope for their business.
Orchestration Workflow
1. Assessment Phase
Delegate to Agent compliance-assessor to audit current compliance posture across SOC 2, GDPR, and CPRA.
Assessor will:
- Determine what actually matters within app. Perhaps a compliance workflow exists outside this project
- Map data classification (org sensitivity tiers + regulatory categories)
- Evaluate access control enforcement (centralized policy engine vs inline checks)
- Check audit trails (who/what/when/why on sensitive data mutations)
- Assess data subject rights implementations (deletion, portability, correction, opt-out, GPC)
- Check lawful basis and retention enforcement (in code/config, not just docs)
- Hunt ghost data (analytics warehouses, log pipelines, backups, staging, notifications)
- Evaluate code auditability (can a reviewer verify a control by reading one place?)
- Review customer-facing self-serve controls
- Check incident detection and breach notification readiness (GDPR 72h clock)
- Inventory third parties / subprocessors and their data egress paths
- Present list of 1-5 compliance opportunities ranked by live-risk and dependency order
- Recommend ONE opportunity to act on
- Explicitly answer: Is the app currently in live violation of any SOC 2 / GDPR / CPRA obligation? If yes, which?
Review assessment report with user.
2. Determine Approach
Based on assessor's recommended opportunity, determine remediation style:
- Live-violation remediation - A regulation is being violated right now (e.g., PII retained past lawful basis, deletion requests not reaching backups, no GPC honoring). These take priority over hardening. Forceful clean break on the offending data path; do not preserve legacy behavior that is itself the violation.
- Control surface build - No violation, but control is scattered (authz checks inline across APIs, no central policy). Build the central surface, migrate call sites, delete the scattered checks.
- Audit-readiness hardening - Control exists but is not demonstrable to an auditor (no structured log of access decisions, no retention job running visibly). Add observability so the reviewer can see the control working in one place.
- Policy-as-code - Classifications, retention periods, lawful bases are only in written policy docs. Encode them in config and wire them into enforcement.
Compliance defaults strongly toward clean breaks for live violations. There is no "backwards compatibility" for illegal data handling. For non-violation work, same signals as other skills apply.
3. Execution Loop
If problems found, delegate to Agent code-analyst to assess impact and return to step 1 to fix problem.
Delegate to Agents for implementation:

Remediation - Delegate to Agent refactor-worker with clear instructions:
- What control to build or gap to close, and which regulation it satisfies
- Whether this is live-violation remediation (no backwards compat) or control surface build
- Affected data stores, paths, egress points, third-party integrations
- Required audit log additions (who/what/when/why, structured, tamper-resistant, retained)

Automated Verification - Ensure Agent refactor-worker ran:
- Linting and type checking
- Build verification
- Test suite execution, with specific authz and DSR test paths exercised
- Delegate to Agent
ux-tester if remediation touches user-facing consent, DSR self-serve, opt-out, or GPC flows

Compliance Validation - YOU validate the control is real:
- For access control: Can you point a reviewer at ONE file and say "here is who can access Confidential data"? If not, not done.
- For audit trails: Trigger a sensitive mutation, verify the log captured who/what/when/why, confirm log is tamper-resistant.
- For DSR: Run an end-to-end deletion. Confirm primary DB, warehouses, logs, backups (per retention), notifications, and third parties all honored the request.
- For retention: Confirm the retention job exists, runs on schedule, and actually deletes.
- For GPC / opt-out: Send a GPC signal, confirm opt-out recorded, confirm downstream sale/sharing paths honor it.
- For breach detection: Trigger a synthetic anomaly, confirm alerting fires within the detection SLO that feeds the 72h notification clock.

User Acceptance - Present results to user:
- Summary of gap closed and regulation satisfied
- Automated verification status
- Compliance validation evidence (what you actually demonstrated)
- Request manual testing for anything requiring human judgment (legal copy review, DPA signoff, etc.)

Cleanup & Commit - Once user confirms working:
- Delegate to Agent
refactor-worker to remove temporary diagnostics
- Encourage user to commit - locks in compliance progress and creates a clear audit trail of remediation

Reassess & Continue - After successful commit:
- Return to Assessment Phase and delegate to Agent
compliance-assessor again to reassess next opportunity
Creates iterative loop where each cycle closes one real gap with demonstrable, reviewer-verifiable evidence.
Key Principles
- Live violations first - A current regulatory violation outranks audit hardening and control-surface tidying
- Single source of truth - A control that requires a bunch of greps to verify is not a control. Centralize.
- Policy as code, not prose - Classifications, retention periods, lawful bases belong in config the code reads, not in docs the code ignores
- The "why" matters - Audit trails without justification are half-built. Capture lawful basis at write time.
- Ghost data is real data - Warehouses, logs, backups, notifications, and staging are all in scope. Deletion that only hits the primary DB is not deletion.
- Demonstrable to a reviewer - Every control should be inspectable in one place and its execution observable in structured logs
- Default to clean breaks for violations - There is no backwards compatibility for illegal data handling
- User is decision maker - You assess, recommend, and validate. They approve, commit, and sign off with their legal / compliance team.
