Use this skill whenever the user asks to create, scaffold, bootstrap, initialise, or generate a new Rails app or Rails project, even if they don't say "rails new" explicitly. Also use when they ask for a "Rails starter", "Rails template", or want to know how to set up a new Rails application.

Installation
