Use this skill whenever the user wants to convert a PRD to issues, break a spec into work items, create Jira tickets, derive implementation tickets from a feature description, or move from planning prose to engineer-facing slices, even if they do not say "vertical slice" or "PRD". The output should still describe desired behavior, outcomes, and constraints for experienced developers rather than prescribing layer-by-layer implementation steps.
Interviews the user until the problem, constraints, tradeoffs, scope, and likely module boundaries are concrete, then produces a structured English PRD ready for issue-splitting. It targets four hosts today:
