Spawned by Phase-4 free local panels — completeness-critic, comms adversarial panels (anti-pattern, FR-CA tell-detector, perspective-diverse review), gap-table skeptics, close-validation $0 lenses, and visual-QA lenses (Read handles PNG images). $0 local-read only: no Perplexity, no paid tool, no web fetch. FLAG-only — it flags, it never rewrites and never fetches. Phase 1's refuter is a separate file (refuter fetches and discards unsourced refutations; a critic stays read-only).

Fetch-and-refute skeptic for the pre-Write refute-claim gate. Given one flagged claim (a [PROXY]/[ESTIMATED] market figure or a [statutory] CNESST/equity citation), one lens, and a source URL or datum, it FETCHES evidence and tries to refute the claim, then returns exactly one refute-claim verdict object. Spawned per-claim (statutory N=3, market N=2) by $ASSET_ROOT/_core/primitives/refute-claim.md on the paid inline-agent path — distinct from critic.md, which is read-only and cannot fetch. A refutation with no fetched evidence artifact is discarded, never acted on: a 'confirmed' requires a fetched verbatim quote (statutory) or a fetched datum (market) — reasoning from training data is never verification. FLAG-only: it reports a verdict, it never rewrites the deliverable. Uses one cheap evidence tool per call (WebFetch for a statute URL; the web-search builtin to locate a source when no URL is given; perplexity-ask when Perplexity is configured; market-data for a market datum) — the orchestrator has already gated that call through check_budget; never call perplexity-research/reason.
