Requires the jj-vcs plugin (all jj mechanics delegate to its jj-vcs:jj skill). The Linear MCP is an optional addon: present -> Linear is the issue tracker; absent -> GitHub Issues via the gh CLI; neither -> the change is still tracked by its OpenSpec folder, jj bookmark, and PR.
