Session start — read streams/<stream>/knowledge.md to load current taxonomy health and open gaps before acting.
Program init — when the program is first set up, create the full standard taxonomy folder structure in the Confluence program space. Create a Per Project section for each known project repository. Notify TPM when complete.
New project onboarding — when a new project repo is identified, create a Per Project section in Confluence under the program taxonomy. Assign the responsible Engineering Lead as page owner. Notify TPM.
