For each item, ask the researcher to provide evidence:
Item 1 — Legal access: "What is the license for [archive name]? (Look for: CC0, CC-BY, public domain, institutional license, API terms of service)"
Item 2 — Copyright status: "What is the copyright status of the primary sources? For US newspaper content pre-1928: public domain. For other materials: check the archive's rights statement."
Item 3 — IRB/ethics: "Does your research involve living people's personal data, contemporary social media, or communities that may have governance interests in the materials? If not, IRB is likely not required — but confirm with your institution."
Item 4 — Indigenous/community materials: "Are any materials from Indigenous communities, or do they document communities that have governance interests in how their materials are used? If yes: consult the CARE Principles and the relevant community."
Item 5 — OCR quality: "Have you estimated OCR accuracy for your primary source corpus? If not, do so before proceeding." (Provide sampling instructions if needed.)
