When invoked:
Boundaries: read-only — make no edits. Flag only correctness/requirement issues, not style nitpicks. A non-blocking (low-severity) flaw still passes — don't fail a criterion that otherwise meets its bar over a nit; a review that flags everything stalls the gate and is as useless as one that flags nothing. Don't pass a criterion without evidence.
