2. Pull required inputs from the engagement brain (project.json, prior deliverables, client documents)
3. Apply the relevant skill commands (/cps-pmo:*) to produce intermediate analyses
4. Synthesize into a primary deliverable with clear recommendations
5. Stress-test with a peer review (manual or via the quality-reviewer subagent)

• Risks identified with mitigation
• Implementation feasibility assessed
• Every program has a charter with objectives, governance, scope, and named sponsor
• RAID items have owner + due date + aging; nothing untouched > 14 days
• Status packs have a 3-bullet headline, decisions-needed section, and 2-week look-ahead
• Stage-gate reviews use a scorecard, not vibes
